Inclusion of persons with disability into the Croatian labor market

From the end of 2010 in cooperation with its partners HILS has been implementing the project „First Job Counter“ whose aim is to encourage an effective inclusion of persons with disabilities in Croatia to the labor market and increase employment rate of non-active and unemployed young people with physical disability without working experience from 14 to 25 years old in Vukovar-Srijem and Osijek-Baranja County. For the time being we have enabled young people with disabilities for the following provision of services:

  • Design of info-flyers, posters, brochures, visit cards and other promotional materials
  • Market research, how to create a questionnaire and an examinee sample, public opinion surveys, application of research results
  • Implementation of google/facebook campaign, work on advertisement issues, sales, internet promotions
  • Preparation and moderation of media conferences, writing an press releases, presentation of persons/topics
  • Preparation of project proposals, project management.
Companies that have the need for all the above-mentioned services have the opportunity to engage young people with disability who will carry out these services in a quality way and at very favorable prices.

By engaging young people with disabilities you will ensure a quality service and significant saving to your company, and young people with disabilities will get the opportunity to gain working experience and an evidence that they are able to compete with their knowledge and skills in the labor market.

Invitation to the conference on „Networking of local action groups“ in Belišće

Croatian institute for local government, in cooperation with its partners (Europe House Slavonski Brod, Europe House Vukovar, SOS telephone Virovitica and Local Democracy Agency Sisak) organizes a conference in Belišće within the project „Citizens' participation in rural development“.

The conference is to take place on 16 September 2011 in the Great Council room in Belišće (Kralja Tomislava 206) at 10:00 o'clock.

The aim of this project is democratization and strengthening of rural areas by networking of existing LAGs (Local Action Groups) through LEADER EU program.

There will be presentations on LAGs situation in Osijek-Baranja, Brod- Posavina, Vukovar-Srijem, Virovitica-Podravina and Sisak-Moslavina Counties and opportunities of their better networking and cooperation. The conference also includes discussions on LAGs current problems.

The conference speakers are the following: Marina Koprivnjak – coordinator of the Croatian network for rural development, Ivan Ciprijan – senior consultant for LEADER approach and rural network and Snježana Tolić – an expert associate on the project (University of Agriculture in Osijek).

The project is funded by the National Foundation for civil society development and Osijek-Baranja County.

Start conference of the Equality Scan project took place in Vukovar

Croatian institute for local government started with implementing the project „Equality Scan“ in partnership with Vukovar-Srijem County by organizing a start conference, that took place in Vukovar, with an aim to present the project, its objectives and expected results. The project is to be implemented within the IPA Program „Enhancing the capacities/roles of the CSOs in monitoring of the implementation of the EU Acquis in field of the comprehensive anti-discrimination strategy“ that is funded by EU through the implementing bodies of Central Finance and Contracting Agency of EU programs and Office for Cooperation with NGOS of the Government of the Republic of Croatia.


The objective of the project is to increase the effectiveness of the Croatian civil society organizations (CSOs) in an independent monitoring of anti-discrimination policies through strengthening their administrative and managerial skills and enhancing cooperation between CSOs dealing with monitoring of policies concerned with national minorities in Vukovar-Srijem County and the regional authority.

The conference gathered around fifty Councils of national minorities, minority representatives and CSO dealing with promotion of national minority rights and monitoring of anti-discrimination policy. Within the conference lectures participants had an opportunity to listen to experiences of excellent lecturers, who presented best practice examples and also their knowledge on independent monitoring of anti-discrimination policy (Zovonimir Lauc, HILS President; Davor Brunčić, HILS vice president; Nikola Mak, Council for national minorities; Tamas Kadar, EQUINET and Aleksa Đokić).

The project implementation is to be continued in the form of education for CSOs, mentorships and public consultations. Out of series of education, the first activity in a row is a training that is to take place in the second half of October 2011.

Educations in Osijek and Slavonski Brod

There have been organized two more educations within the project „Citizens’ participation in rural development“. On 6th July, in the Small Council room of the Osijek-Baranja County, there has been organized an education on „Methodology of drafting a development strategy of LAG area“, and on 7th July, in Dom Dragutina Tadijanovića in Slavonski Brod, there has been organized an education (in partnership with Europe House Slavonski Brod) on „Rural policy and rural development in the context of EU accession“. Snježana Tolić has given lectures on both of these presentations.

The project is funded by the National Foundation for civil society development.

Education within the project "Citizens’ participation in rural development"

Croatian institute for local government organized series of educational trainings linked to the project „Citizens’' participation in rural development“ in the period from April until June 2011. The purpose of this project is development and strengthening the rural areas by establishing and networking of the existing Local Action Groups (LAGs) and support to the other initiatives of the active civic participation in the community life.

The series of educational trainings took place in Vrpolje (04/04/2011), Đakovo (13/04/2011), Virovitica (28/04/2011), Vukovar (11/05/2011 and 08/06/2011) and Sisak (02/06/2011). The following topics were presented: establishment of Local Action Groups and its structure towards LEADER principles, procedure of LAGs establishment based on the example of LAG „Karašica“, importance of LAGs for regional development and its functioning within the context of EU rural politics, methodology of drafting development strategy of LAG areas and other similar topics.

Mentorships within the project "First Job Counter"

Within the implementation of the project „First Job Counter“, HILS is organizing training through five modules for young people with disabilities from the area of Osijek-Baranja and Vukovar-Srijem County with an aim to gain new skills and knowledge.
The purpose of this training is getting qualification for performing these duties and better position within the labour market or self-employment. The training is to take place in the Technical College in Vinkovci in June and July. The trainings consist of the following modules: graphic design, project cycle management, internet marketing, public surveys and public relations.


Inter-active lectures aimed at animating young people with disabilities for self-representation

After the education on self-representation for young people with disabilities, there was organized an inter-active lecture on an Info-Rur network concept, its functioning and possibilities for young people with disabilities to be active in Info-Rur network. The lecture took place in Ladimirevci in May 2011. The youth club representatives, members of the Info-rur network, also participated in the lectures.

Participants were animated to get involved in the activities of the closest NGO.

Education on self-representation for young people with disabilities

In cooperation with the association „Turn-over“, HILS has implemented the education on self-representation for young people with disabilities. Educational trainings took place in April and May in Osijek and in Vinkovci.

The participants were introduced with the models of self-representation, lobbying and public policies. Trainings were organized within the project „In Your Name“ that is co-funded by Ministry of science, education and sport and EU.
